RD220 - ETNO Reflection Document on the Communication on Global Partnership in the Information Society: EU Contribution to second Phase of WSIS

WSIS objectives must remain in line with present and prospective market realities, in order not to destabilize the development of the Internet. WSIS orientations should favour productivity, sustainable growth, investment and innovation. ETNO finds it would be counter productive to reopen issues settled during the first phase of the Summit.

WSIS objectives must remain in line with present and prospective market realities, in order not to destabilize the development of the Internet. WSIS orientations should favour productivity, sustainable growth, investment and innovation. ETNO finds it would be counter productive to reopen issues settled during the first phase of the Summit. Regarding technological governance ETNO believes that the current system based on Regional Internet Registries (RIRs), as part of the ICANN and in accordance with ICANN principles of transparency, bottom-up approach and geographic representation, should be maintained. Input of public authorities in ICANN could be bolstered with a broader and higher level participation of governments to strengthen the Governmental Advisory Committee (GAC), especially with an increased involvement of developing countries. ETNO supports the Commission in its view that items related to combating SPAM and Cyber crime should be explicitly addressed by WSIS. Furthermore, WSIS is the ideal opportunity to recall the necessity of a broader multilateral opening-up of the international services markets within the WTO Doha Development Agenda.
